Short answer: SAP Concur's published pricing starts at 7 dollars per expense report on the Base plan and 11 dollars per report on Plus, both with unlimited users. Premium, which adds Concur Travel and analytics, is quoted. Larger companies sign custom contracts that are usually billed by active user, meaning anyone who submits a report in the period. So the honest answer to "how much does Concur cost per user" is that small teams pay per report and enterprises pay per active user.

SAP's page adds one line worth quoting in a negotiation: the more you buy on the contract, the less you pay per report. Volume is the lever.

How much does SAP Concur cost per user?

On the published plans there is no per-user price at all. You pay for each expense report submitted, and every employee can have an account. A team of 40 people who each file one report a month would pay roughly 280 dollars a month on Base at the starting rate, or about 440 dollars on Plus, before any volume discount.

Enterprise contracts work differently. Licensing advisors describe the dominant model as active-user billing: an employee counts if they submitted at least one report in the measurement period, and SAP bills a per-user-per-month rate against the peak count. One licensing advisory publishes estimated ranges of roughly 6 to 12 pounds per active user per month for Expense Standard and 14 to 22 pounds for Expense Plus, with 15 to 25 percent off for three-year terms. Those are estimates from a UK firm, not SAP prices, so use them as a sanity check on your quote rather than a target.

Concur Expense pricing per report

Per-report pricing rewards companies whose employees batch expenses into one monthly report and punishes those who file a report per trip. Before you sign, pull last year's report count, not your headcount. If your field team files four reports a month each, a per-report contract can cost more than a per-user one. If half your staff file twice a year, per report is far cheaper.

If the only problem you need solved is getting receipt totals into a spreadsheet for a small team, you may not need an expense suite at all. You can extract receipt data into Excel or CSV and keep your existing approval process. Concur earns its price once you need policy enforcement, card feeds, multi-level approvals and audit in one system.

What Concur Travel, Invoice and Intelligent Audit add

The modules are where enterprise quotes grow. Concur Travel is usually priced per booking, Concur Invoice per invoice processed with tiers by annual volume, and audit services such as Intelligent Audit and Verify are quoted separately. SAP's site lists Intelligent Audit behind a "request pricing" button, so there is no public figure. Ask for each module as its own line in the quote so you can drop one later without renegotiating the rest.

How much does Joule AI cost in Concur?

SAP sells the new Concur agents through Joule Premium for Travel and Expense, and it does not publish that price. Two facts help you size it. First, SAP's AI Units catalog listed the Concur Expense Automation Agent as non-billable when we read it in September 2026, while most SAP-delivered agents are priced at 0.02 AI Units per action. Second, SAP's AI-assisted approval manager is planned for US English-speaking customers with both Joule Premium and Concur Expense from Q4 2026, so Joule Premium is the gate for the approver features too. The agent spend no Concur plan caps

Every Concur plan prices the work of processing expenses. None of them limits what an AI agent can spend or approve. We read all 108 OAuth scopes SAP documents for the Concur API: 47 grant more than read access, 25 of those touch expenses, cards, budgets, invoices or travel booking, and not one carries an amount or a limit. That matters for the budget because agents spend before Concur sees anything. An agent that books travel, renews a subscription or pays for API calls creates an expense after the money has gone. So price two things: the Concur contract for processing expenses, and a payment layer that gives each agent a hard per-agent spend limit and an approval threshold before it pays. The second line is the one most Concur business cases leave out.
