Catena Labs Alternative: Governance on Your Rails
Catena Labs is building an AI-native financial institution for agents, stablecoin-first and applying for a bank charter. Agentspay is the alternative when you do not want to move your money into a new bank: it governs agent spend on the rails and issuer you already use.

In short
A Catena Labs alternative is a tool that governs agent spending without requiring you to bank with a new institution. Catena Labs is building a regulated, stablecoin-native financial institution for AI agents, and released the open-source Agent Commerce Kit for verifiable agent identity. Agentspay is a rail-neutral, fiat-card-first control plane that runs on top of your existing issuer and accounts: it checks every agent request against policy before money moves, pauses above a threshold for human approval, issues scoped virtual cards, and writes an immutable audit trail attributed to the agent and its owner. Choose Catena when you want an AI-native bank and stablecoin settlement; choose Agentspay when you want spend governance on the rails you already run, today.
Where Catena Labs fits
Catena Labs is an ambitious, credible effort. It is founded by Circle co-founder Sean Neville, who co-created the USDC stablecoin, is funded with an 18 million dollar seed and a 30 million dollar Series A led by Acrew Capital and a16z crypto, and is applying for a national trust bank charter from the OCC. It open-sourced the Agent Commerce Kit (ACK), whose identity protocol uses W3C DIDs and verifiable credentials to prove an ownership chain from a legal entity to its agents. As a stablecoin-native bank and governance platform for agents, it is one of the more serious plays in the category.
Where Agentspay fits
Catena Labs is becoming a financial institution: to use it fully you bank with it, and its center of gravity is stablecoin settlement. Agentspay is deliberately not a bank. It is a rail-neutral control plane that sits on top of the issuer, cards and accounts you already have, so you do not move treasury or wait on a charter to put guardrails on your agents today. Agentspay ships governance as the product: hard spend limits, human-in-the-loop approvals routed to Slack, email or a webhook, scoped single-use fiat virtual cards issued by API, instant revocation, and an immutable, agent-attributed audit trail across any rail. The two are not mutually exclusive: Catena's open ACK identity standard is exactly the kind of verifiable agent identity a control plane consumes, and Agentspay can enforce policy over funds wherever they sit.
Side by side
Agentspay compared with Catena Labs
An honest look at how each one approaches agent payments.
| Dimension | Agentspay | Catena Labs |
|---|---|---|
| What it is | A control plane on top of your existing rails and issuer. | An AI-native financial institution (charter pending) you bank with. |
| Settlement | Rail-neutral: cards, ACH, wires, crypto, whatever you already use. | Stablecoin-native, with cards, ACH and wires alongside. |
| Adoption cost | No treasury move; add governance over funds where they already sit. | You onboard to a new institution and move funds to use it fully. |
| Spend policy | Policy engine checks amount, counterparty and velocity before money moves. | Banking and governance platform; policy tied to its own accounts. |
| Agent identity | Consumes verifiable agent identity to attribute every action. | A genuine strength: open ACK identity protocol (W3C DIDs and VCs). |
| Virtual cards | Scoped, single-use, time-bound fiat virtual cards issued by API. | Card, ACH, wire and stablecoin rails within its own platform. |
| Audit trail | Immutable, agent-attributed record a finance team can sign off on. | Platform-native records within its banking stack. |
